Veneer delamination glue choice

Need to repair delaminating areas of the trim plywood, less than 1/2" thick x 4" wide, that wraps around the perimeter of the hull, parallel to the water, has the cleats etc mounted to it. (no idea what the real term is for this feature). It is fastened with staples or nails with tee heads, and veneers are separating at a few locations. What would be the best choice of glue? Epoxy? Or would a yellow carpenter's glue be water proof/resistant and easier to feed into the delamination?

sounds like the "covering board"

this is a good application for epoxy adhesive. or a waterproof carpenter's glue would be fine.
