Outer Keel/Stem joint

I have posted previously a picture of my current outer stem/outer keel joint, which is a butt joint with a hole through it (1962 Cruiser Inc 202).
I am replacing both the outer stem and outer keel. How should I join the pieces?
A butt joint with sealer between the two pieces?
A scarf joint?
